To get the Neotanks, you have to capture a specific city on each map, then complete a special mission. The cities you need to capture are:
Andy's Time Mission: Capture the city north of your base to unlock the Orange Star.
Toy Box Mission: Capture the island city in the far southwest corner of the map to get the Blue Moon.
Show Stopper Mission: Capture the city in the far southwest corner to get the Yellow Comet.
Sinking Feeling Mission: Capture the southern island city to get the Green Earth.
