This requires editing the game file, so be sure to make a back-up copy before attempting it. The Freelance game directory contains a file called "perfoptions.ini". Find the line of code that says "DIFFICULTY_SCALE = 1.00" and replace it with "DIFFICULTY_SCALE = 0.00".
